Eight imams were refused entrance to the Netherlands in 2015 in order to prevent them from giving activist sermons. Fifteen others were, after consultation, not invited after all. Mayors would appreciate a black list of "controversial preachers." Such plans will likely be blocked by European norms. "As long as an individual hasn't been convicted of a crime, it is legally neither acceptable nor proportional to put someone on a 'list of suspects' and to share this list with, for example, the local government," the Ministry of Security and Justice stated.
